Accomplishment as EXECUTIVE and LEGISLATOR
AS A MEMBER OF CONGRESS
As a member of congress, Congressman Domogan had been consistent with his single-mindedness in being the Messenger of the City of Baguio to the Halls of Congress through active legislative participation and transparency in the delivery of basic services to the general constituency. He has shown dedication by actively participating in the deliberations both on the committee and on plenary meetings. He has maintained his openness and clarity of thought in deliberations be they local or national issues.
The General Policy in the use of the PDAF(Pork Barrel) Allocation is manifested in the proper coordination with the different stakeholders of the barangays, the City government and the implementing agency for the purpose of Transparency and Accountability. Strict adherence to DBM circulars and guidelines and the procurement law is done for an equitable distribution of funds and projects.
The distribution of the PDAF is divided into infrastructure development through the Baguio City Distrct Engineering Office (BCDEO) which includes construction, rehabilitation and improvements of barangay roads and bridges, multi-purpose halls, drainage canals and pathways; Education- through scholarship of the poor but deserving students of Baguio; Computerization of elementary and high schools including police, City library and lately of all the barangays ; Socio- Cultural- Recipients such as the Baguio flower Festival (Panagbenga) etc,; Health matters, such as giving medical and financial assistance to poor constituents through the Baguio City General Hospital and Medical Center (BGHMC) including the continuing medical- optical missions for the poor and the elderly constituents in the barangays of Baguio ; Economic- through the livelihood project in coordination with the City Social Welfare Office (OCSWADO) and sports through the Baguio City Sports Office. AS A CITY EXECUTIVE
Mayor Domogan is a true servant-leader and self styled Janitor of the City of Baguio from October 24, 1992 to June 30, 2001. His distinctive achievement during his first term together with then Congressman Bernardo M. Vergara was the rehabilitation and reconstruction of the city after the killer earthquake of July 16, 1990 in cooperation with the national leadership, city officialdom, and the city residents. Mayor Domogan continued the massive reconstruction of city roads, buildings, and other infrastructures during his Second and Third Terms, including the modernization of Marcos Highway and Naguilian Road, the repair, rerouting, and installation of new sewer lines, the renovation of City hall, the modernization of Baguio Health Dept, de-clogging and construction of the drainage System of City Camp lagoon, among others. He also orchestrated that clean up drive, making Baguio the Cleanest and Greenest Highly Urbanized City for the country of the three (3) consecutive years. This brought Baguio City to the Hall of Fame category with a total monetary award of P5 million Pesos.
It is also his sincere and self styled management that made the city won the mother of all award known as the “Gawad Pamana ng Lahi for two (2) successive years that carried with it P2 million per award. The city earned the distinction as the only Local Government Unit (LGU) that had been elevated in the Hall of Fame in this highest award category.
In terms of fiscal performance Mayor Domogan raised the city's cash on hand at the start of his term (1992) from P87 million to P605 million; its income, from P120 million to P515 million; its budget, from P143 million to P602 million at the end of his term (2001). Because of this performance, the City of Baguio was recognized and the following awards were given either to him or to the city.

1995 “Kabalikat Sa Laang Bisig Award” in recognition of the Exemplary Contribution and Invaluable Assistance Unselfishly provided in ushering Manpower Development in the Country for a World Class Filipino Work Force;
1995 Consistent Regional Winner in Nutrition (CROWN) Award for Baguio City for the Period 19921994, the Green Banner Award was given to the City of Baguio in July at Malacanang, Manila with P50,000 cash award;
1995 Top Regional Public Employment Service Office (PESO) Performer Award for 1994 for the CAR for Outstanding Achievement for Implementing the PESO Program and Kabuhayan 2000, Awarded in Iloilo City by DOLE (March 30);
1996 Gawad Pamana ng Lahi (Mother of All Awards) Local Government Heritage Awards, Awarded by His Excellency Pres. Fidel V. Ramos and the DILG Sec.
