Baguio chosen for climate change project

Baguio has been chosen as one of eight cities (four each in the Philippines and India) as sites of AsianCitiesAdapt, a project to develop local adaptation strategies being coordinated by the International Council for Local Environmental Initiatives (ICLEI).

Representatives of ICLEI and other participating agencies will join mayor Mauricio Domogan at the launching of the one-year project on Tuesday morning (July 19) at the Ridgewood Residence at Barangay Lualhati here.

Domogan created last April 12 a task force he heads to spearhead the development and implementation of the city's climate change adaptation plan in relation to the AsianCitiesAdapt project.

City petitions NCIP for cancellation of Wright Park CALT

BAGUIO CITY – The City Government last week petitioned the National Commission on Indigenous Peoples (NCIP) to issue Temporary Restraining Order (TRO) and injunctive writ barring conveyance of lands covered by overlapping land titles in Wright Park.

It likewise asked NCIP to recall its resolutions awarding Certificate of Ancestral Land Titles (CALT) to heirs of Josephine Abanag, which lands are already covered by titles in the name of the Baguio City and the Republic, praying said CALTs be cancelled.

In an 8-page petition, the city government represented by mayor Mauricio Domogan claimed CALT Nos. CAR BAG-1110-000276 to 1110-000303 and Original Certificate of Title (OCT) CALT-130 were fraudulently acquired by the respondent heirs.

Despite using duds, dads 'shoot down' PCSO Loterya

BAGUIO CITY – "An evil, no matter how legal it is on its face, is still evil."

Thus, in essence, declared majority of the city's aldermen despite knowledge any actions from their assembly wouldn't matter in so far as franchises to operate Philippine Charity Sweepstakes Office (PCSO) games of luck are concerned.

In an overwhelming vote of 10-votes out of 14 during the council's July 11 session, dads placated fears expressed by local religious groups that the local government has changed stands vis-à-vis operation of PCSO-led gaming in the city.

The vote was over a proposed resolution authored by Coun. Edison Bilog, bolstering the city's anti-legal gambling position expressed in earlier resolutions numbered 122-2002 and 446-2008 – the anti-casino measures.

Haphazard segregation deterring success of waste management scheme

BAGUIO CITY – Mayor Mauricio Domogan Wednesday said improper segregation practice or the lack of it has remained as a major stumbling block in the city's waste management efforts.

The city's waste management scheme is presently anchored on the operation of the Environmental Recycling System (ERS) machines which employs the mechanical conversion of large amounts of biodegradable wastes into high-grade fertilizer.

But up to this time, the operation of the machines can not be maximized due to poor segregation practice in the barangay level.

The two machines can process 48 tons of biodegradable wastes daily but the output has continually fallen short of the maximum requirement.

Malcolm Square rehab pushed

BAGUIO CITY - Malcolm Square or People's Park is in dire need of rehabilitation to restore its grandeur as favorite venue for various activities.

Councilor Elmer Datuin pushed this in a proposed resolution filed before the city council.

He said Malcolm Square has been the city's "traditional event area for all kinds of public and private activities in the City of Baguio since time immemorial."

But "there is now a need to build and construct a brand new Malcolm Square that will truly be people-friendly and with multipurpose use and be a showcase of the city in terms of design reflecting a green architecture with multipurpose functionality," the alderman noted.

He said the reconstruction should be included as the city's priority project next year.
