Benguet eyes Autonomy Act to restore lost income from national wealth

Baguio City - Taken by surprise on the impact of the Renewable Energy Act drastically reducing their national wealth tax share from the dam operations, Benguet officials are now pinning their hope that the currently being drafted third autonomy act to restore whatever they are about to lose even as they sue for more time to make up their positions on issues that will affect the province.

Gov. Nestor Fongwan asked for more time to consult the various municipalities of his province during the presentation of the working paper on autonomy by the Third Autonomy Act Drafting Committee (TAADC) to the various Local Government Units (LGUs) of the Cordillera last Wednesday here.

Accordingly, an advice from the Department of Budget and Management showed that Barangay Dalupirip which usually got at least P1.19 million every quarter share from the operation of the San Roque Dam will only get P54,000 and Barangay Ampucao which usually got P1.7 million will only be getting P74,000.

PDEA warns of an international drug syndicate in our midst

La Trinidad, Benguet-- The Philippine Drug Enforcement Agency (PDEA) CAR warned the Cordillera of the West African Drug Syndicate (WADS) that had already penetrated the region trading cocaine even as the price of this illegal drug had dramatically gone down due to oversupply since last year.

Atty. Gil Castro, the PDEA-CAR OIC regional director, made this revelation during the Regional Peace and Order Council meeting here Wednesday. Castro who recently took over the directorship of the anti-drug agency said that WADS is a transnational drug syndicate operating in the whole of South East Asia and have been trying to smuggle cocaine into mainland China.

Alderman sets eyes on Baguio hosting of POC-PSA National Games 2012

BAGUIO CITY – "There is going to be a huge change in the Baguio sporting landscape next year...."

Thus said alderman Elmer Datuin last week as he gathered steam to push for Baguio's hosting of the revitalized Philippine Olympic Committee – Philippine Sports Association (POC-PSA) National Games next year.

In a resolution, Datuin revealed there is a growing nationwide clamor for Baguio City to host the 2012 games.

The POC-PSA National Games is touted by organizers as the "biggest multi-discipline tryout' in the country."

In a separate interview, Datuin explained due course to the proposed hosting bid substantially alters the local government's priorities in 2012.

Massive consultations up on updated city land use plan

BAGUIO CITY – The proposed updated Baguio City Comprehensive Land Use Plan (CLUP) and Zoning Ordinance will be subjected to extensive consultations with the various sectors before adoption by the city council.

The CLUP defines the utilization and uses of the city's various zones and serves as the basis in the implementation of the city's zoning ordinance.

Mayor Mauricio Domogan, chair of the City Development Council (CDC) which drafted the updated CLUP, said the CLUP serves as "our City's road map to 2020" and "our blueprint for our City's physical and economic development toward a safer and healthier environment."

Councilor Isabelo Cosalan Jr., head of the council committee on urban planning, lands and housing which is studying the proposed CLUP and zoning ordinance, held an initial consultation with urban planners and members of the academe last Wednesday to come up with a framework for a massive consultation process that will ensure maximum participation of the stakeholders from the various sectors.

Asin hydro privatization on as terms approved

BAGUIO CITY – The city government is now preparing to bid out the operation of the city-owned Asin mini-hydroelectric plants in Tuba, Benguet to qualified private investors after the city council last Monday approved the terms of reference (TOR) for the contract to rehabilitate and manage the power generating facility.

Mayor Mauricio Domogan hailed the development as a milestone in the city's thrust to maximize the power generating potential of the plants and restore their viability which slackened under the city government's reins due to lack of funds and expertise.

"I hope we can speed up the paper works to facilitate the bidding and realize the long overdue privatization of this vital facility," he said
