Mayor signs measure seeking grant guidelines

BAGUIO CITY – Mayor Mauricio Domogan has signed a city council resolution requesting the City Social Welfare and Development Office (CSWDO) through his office and in coordination with the Department of Social Welfare and Development-Cordillera Administrative Region (DSWD-CAR) to immediately formulate well-defined and specific guidelines or policies on the grant of financial assistance under the Assistance to Individuals in Crisis Situations (AICS) program of the city government.

Resolution no. 120, series of 2018, authored by Vice-Mayor Edison Bilog, asks them to prepare clear-cut policies and guidelines that would include the factors or criteria to be used and the prescribed rates that shall be the basis in the proper evaluation and granting or requests for assistance.

In 2001, the city council passed ordinance no. 46 providing relief and rehabilitation assistance to victims of disasters and calamities, both man-made and natural. In 2009, the rates for the AICS , burial and emergency shelter assistance were increased by ordinance no. 80.

The Mayor also issued executive order no. 01 in 2010 providing for the implementation guidelines or ordinance no. 80, series of 2009, as per recommendation of the CSWDO.

In 2014, the DSWD issued memorandum circular no. 02 providing guidelines to strengthen and enhance the implementation of the AICS.

The resolution reveals that the Commission on Audit-Cordillera Administrative Region in its Audit Observation Memorandum No. 18008, dated 19 March 2018, reported the lack of a well-defined and specific guidelines on the grant of the AICS which has allegedly resulted in inconsistencies in the grants, donations and financial assistance.-gaby keith
