Academe positive on adopt-an-overpass program

BAGUIO CITY – Academic institutions in the city are willing to help maintain the cleanliness of overpasses, and may adopt one nearest their area, according to the legislative monitoring and evaluation status report from the Sangguniang Panlungsod.

Details however should be arranged, such as the memorandum of agreement (MOA) between the school and local government unit, the academe's choice of structure to adopt and the students' timetable to conduct clean-ups, as to school authorities.

A council resolution in 2008 was crafted for the purpose but was not fully implemented due to lack of details mentioned.

Even earlier than the proposed resolution, the City Environment and Parks Management Office headed by Cordellia Lacsamana has allowed students from various universities to conduct overpass clean-ups, it was known. The activities are part of the schools' National Service Training Program (NSTP).

When reminded of resolution 037, series of 2008; University of the Cordilleras Vice-President for Administration Leonarda Aguinalde said reduction of graffiti and garbage in a nearby overpass has always been part of the school's programs, including the deployment of police interns for monitoring and prevention of vandalism. At the University of the Philippines (UP), NSTP facilitator Enrico Jugadora said they are willing to comply with clean-ups, more so after the K to 12 transition period. The number of students would go back to normal then, he said.

The University of Baguio, extension and community outreach services could facilitate general clean-ups, and include the overpasses, which may be adopted by the school, it was known . Accordingly, the sustainability of the program is ensured under the extension services, instead of the NSTP. The student coordinator could meet up with the city representatives to discuss agreements on procedures, including setting metes and bounds for Adopt an Overpass Program.

The CEPMO was also requested to prepare a draft MOA for submission to Mayor Mauricio Domogan and members of the Sangguniang Panlungsod for the preparation of necessary legislation documents. - juliegfianza
