Baguio is beautiful, Brigada Barangay Project proposed

BAGUIO CITY - Councilor Lilia Farinas has proposed for a city-coordinated, barangay-empowered endeavor, soliciting support from the professional, academe; national, government, and non-government organizations, people's organizations and multi-sectoral group for a "Baguio is Beautiful, Brigada Barangay Project."

The lady councilor said the city government must assist the barangays in "determining effective mechanisms" to attain "fullest development as self-reliant communities."

As such, a brigada barangay towards encouraging, coordinating in order to obtain expertise and technical support, information and education, and developing "strategic, feasible and viable plans in making Baguio City a beautiful, clean and green, safe liveable and resilient city," is proposed.

A 12-point agenda is the focus of the endeavor; protection of the environment and the right to a balanced ecology, health and sanitation, resolution of informal settlers' issues, improvement of public morals, social justice, economic prosperity and employment, improvement of educational systems' quality, social and cultural activities' preservation and enrichment, tourism promotion, efficient restructuring of traffic system, peace and order, and, comfort and convenience of citizens.

Anticipation and awareness, early warning systems and activities towards risk reduction and disaster management, urban development design and plans are included in the plans and programs.

According to Councilor Farinas, the City Administrator's Office and City Planning and Development Office serve as coordinating offices between and among the different offices, organizations, agencies and the barangays, with a monitoring and coordinating committee to draw up the guidelines for the Brigada Barangay project.

The plans, however, have to be submitted and approved by the city council before implementation. The proposed ordinance was approved on first reading last week and referred to the proper committee for study. –juliegfianza
