Oct. 1 declared as scout victor de guia jr. day

BAGUIO CITY – Oct. 1 of every year has been declared as Scout Victor O. De Guia Jr. Day in the city in honor of the Baguio boy scout who perished along with 23 other Philippine delegates in a plane crash over the Sea of Bombay while en route to the 11th World Jamboree in Marathon, Greece on July 28, 1963.

The declaration was contained in city council Resolution No. 238 series of 2016 authored by Councilor Edgar Avila and signed last week by Mayor Mauricio Domogan.

Domogan said it is fitting to designate the first day of the Scouting Month in honor of the fallen scout.

De Guia Jr. was born in the city on March 22, 1948 to parents Engr. Victor De Guia Sr. and Virginia De Guia, a former city councilor, vice mayor and acting city mayor. He finished his elementary studies at the Baguio Maryknoll Convent School and was a high school student at the St. Louis Classical High School at the time of his death.

"To attest to his active and acknowledged leadership in scouting, he was chosen to speak for his fellow scouts in the offering of the gift of the cub scouts and boy scouts to then Thailand Crown Prince Vajiralongkorn, the son of King Bhumidol, when they visited the Boy Scouts of the Philippines in 1962," the resolution reads.

In 1964, Quezon City paid homage to the scout heroes by renaming streets in the city after them and erecting markers in any of the three rotundas along South Avenue in the city.

The street formerly known as South 11 was named after the Baguio Scout and is now known as Scout De Guia St.

On July 27,1988, then President Corazon C. Aquino issued Proclamation No. 293 series of 1988 declaring July 28 of every year as Boy Scouts of the Philippines Memorial Day also as a tribute to the lamented scouts.

In line with the proclamation, the BSP issued a memorandum directing all local councils to continue giving tribute to the 24 scout heroes by holding simple program and Holy Mass every July 28.

The country celebrates National Scouting Month every October by virtue of Proclamation No. 1326 series of 1974 issued by former President Marcos to "focus the nation's attention on the importance of the BSP and the Girl Scouts of the Philippines and the far-reaching effects of scouting on Philippine society." – Aileen P.
