Dad seeks greater NGO participation in budget deliberations

BAGUIO CITY – “All non-government organizations (NGO) and people’s organizations ( PO ) should participate in budget deliberations to ensure the city budget is responsive to the needs of the majority.”

Thus said alderman Edison Bilog in his proposed measure “Institutionalizing the Active Participation of NGOs and Pos in Budget Deliberations.”

He said the ordinance will address “endless allegations of corruption, fraud and mismanagement… and [demand] for greater transparency and accountability in the budget process.”

To qualify, NGOs and POs must pass through a stringent accreditation process with the Sangguniang Panlungsod (SP) following the same process as that of accreditation of NGOs and POs to be members of the Local Development Council (LDC).

Once said bodies qualify, they shall be given the right to participate in city budget deliberations and have access to all pertinent documents.

On top of this, they shall likewise be given the right to submit position papers where they can suggest or recommend probable revisions to the annual city budget.

There are provisions ensuring NGO-PO participation in the budget process under the Local Government Code (RA 7160).

For one, section 37 of RA 7160 includes two representatives of NGOs that are represented in the local development council to be members of the Local Prequalification, Bids and Awards Committee (PBAC).

For another, section 107 of the same code provides for representatives of NGOs operating in the barangay which shall constitute not less than one-fourth of the members of the fully organized Local Development Council (LDC).

The LDC is where all plans, programs, and priority projects are supposed to originate from as identified by barangays, NGOs and POs.

Finally, section 457 of RA 7160 on the composition of the Sangguniang Panlungsod provides for the inclusion of representatives from the women, agricultural or industrial workers, and from other sectors such as the urban poor, indigenous cultural communities, or disabled persons in the SP.

It is not immediately known as to which provision of RA 7160 the proposal of Bilog falls under but the same is calendared for discussion during the regular SP session Monday, January 24.
